To my knowledge this has not occurred before. Could this be the result of the storm drain being dammed by the company (ProShot?) currently doing the re-lining?

I note that these reflectors were asphalted to the street where others down the street are screwed to the street - and are not missing. Please screw in new reflectors. No doubt these protrusions have caused thousands of dollars in damage to vehicles so at least a warning is in order.

Tree Limbs Blocking County Sidewalk Archived5188-5256 Montgomery Road Ellicott City, Maryland - Ellicott CityI previously reported this issue: Issue ID: 3515497 on 2017-06-26. Your Shirley S. said this issue was not under county jurisdiction and reported it to the SHA, Report SR-0317221. The SHA states that the sidewalk is in fact HoCo owned and the SHA has no authority or jurisdiction regarding it or the trees blocking it. Please advise.
