Ordinance 6-6A:1:2 prohibits property owners from keeping or maintaining wild animals.

The owners of the referenced property started immediately feeding squirrels in the shell peanuts on their deck upon their 2008 purchase commenting their former neighbors were angry they did the same in thier prior neighborhood. Currently, they spread their backyard deck with large quantities of loose wild bird feed eaten by wild birds and squirrels. Uneaten feed and animal feces are regularly shoveled off the deck to the ground below in the winter where wild animal species continue to feed. Large bowls are set up on the ground for rabbits that and later attract mallard ducks in the spring from the detention pond .

The owner owner said they wanted to feed the rabbits so they did not eat their plants....they ended up eating neighbors plantings (including mine). Owner said Vet told them if fed the rabbits they would grow very big and have larger amounts of babies...the Vet was right.

Owner continues to encouraged wild animals to their property and keep and maintain them by providing feed. Large numbers of wild birds swarm their deck and there must be at least 3+ dozen squirrels feeding on a .2 acre property. The rabbits and squirrels swarm my property which I can no longer enjoy. Hawks perch nearby for prey. A hawk hit my window last November chasing prey.

The ducks showed up a few weeks ago. They walk across the busy street and usually fly out hitting my house as they did last summer last summer and broke my window shutter. Repair will be delayed until the feeding stops.

My home value is much less than what my property taxes support. I no longer enjoy my property and time on my deck.

The DNR is quite specific about this activity: https://dnr.wisconsin.gov/topic/WildlifeHabitat/wildlifehealth

Owner piled 60 bags of landscape rock along their garage to the north (and visible to the street) about a decade ago and never used them. Additional 6+ bags of landscape materials and more bags of rock have piled up on the east side where they have stayed for more than a few years. A pile of tree debris just keeps getting higher. Owner has ignored requests to follow city property maintenance ordinances.

A call to PW last year complaining about another potential year of thistle weeds ringing the detention pond and mature seeds falling in the neighborhood. A majority of the plants were string trimmed with promises a better plan for managing the detention pond vegetation this year. I called this year about 4 weeks ago because of no effort to remove the plants resulting in a BUMPER CROP of thistle ready to flower spread mature seeds. More calls were made to PW. Chris Lyons reported a belated RSP to contract out services and a mowing event should probably occur. As I write this moment, an east wind is spreading the mature seeds in neighborhood.
