    Property owner continues to ignore City ordinance, HDC and building department requirements. Instead of cleaning up the previously reported eyesores, the property owner installed these today without the required approvals.

    Alleys shall be open to public ingress and egress.
    • Sec. 94-254. - Obstruction.
    No person shall block, barricade or obstruct an alley within the city except as otherwise provided in this Code.

    This pot/sign has been placed in the right of way multiple times.
    I have moved it back on to the owners property multiple times. I took it to the DPW yard who apparently returned it because today it is back in the right of way.

    If this is the City's alley then the City has an obligation to keep obstructions out of the alley.

    I have reported issues with this owner multiple times but have not seen any change in the owners maintenance or owners intentional interference with the right of way.
