    The garbage has not been picked up for three weeks at this address, and the landlord has reduced garbage and recycling service to one recycling can when two are needed, and garbage service to the smallest can when the second- smallest is the minimum that will fit the garbage in and allow the can to close so rats and other vermin are not attracted. See separate pst about the ongoing rat infestation. The landlord has blocked the disabled tenants of the building from getting ACI-provided backyard service, has blocked the disabled tenants from getting and paying for their own garbage acct with adequate cans and backyard service, and has sent the disabled tenants a letter insisting that they must take the cans to the street and back for this three-unit building where the landlord and her workers take the cans inside for a week at a time, completely filling them themselves. The disabled tenants are physically unable to take out these cans without further injury, and are financially unable to keep paying others to do it. This is now a code enforcement issue which is negatively affecting the neighbors, but code enforcement won't return my calls. Kerry, can you contact code enforcement for me?

This is a common area of the property which the landlord fails to maintain in an effort to make the property so dangerous that the disabled tenants are forced out in retaliation for requesting repairs, maintenance, and disability accommodations.

    Landlord refuses to remove cans from sidewalk, refuses to put out garbage, demand that the two disabled tenants of this building do it for her. She has blocked disabled tenants from setting up backyard service, or their own account with backyard service. After receiving a notice to abate the cans on the sidewalk, she came over and yelled at our 80-year-old neighbor, demanding that she put out the garbage and recycling cans and return them to the backyard when empty. This neighbor lives in a completely separate property, and should not be subject to bullying by my landlord to handle the garbage cans for this building.

    Owner cut front commercial unit (1217 Park St) in half to create illegal residential unit B. No permits were issued, and the electric, gas, plumbing work was not to code and dangerous. No zoning variance was requested or granted. Chief Building Official has personally granted the owner what amounts to a zoning variance: a permit allowing her to cut a door between legal residential unit A and only-allowed to be commercial unit B, joining the two and effectively converting unit B to a quasi-legal residential unit AB. Please confirm that Mcfann does not have the power to change the zoning in this way, especially without notice and a hearing.

    Please include all emails from residents complaint to the chief building official McFann that the building is dangerous, a fire hazard, a hazard to children, a hazard to residents, etc. I was present at a City Council meeting where the subject was code enforcement incompetence regarding Big O /Big Pro across the street at 1200 Park St. The owner of Raintree Photography stated that he had email contact with Chief Building Official McFann about his code enforcement department's failure to protect citizens from the dangers at this building, and no action had been taken, so he was complaining openly and publicly to the city council about code enforcement's failure to respond to the danger to citizens. Please include those emails.

Why does the city manage allow this category to remain on SCF but not respond to residents who post reports under the category? I am going to email this to the city manager to get a response, so that she either responds to all residents who post here, or removes this category from SCF.

    The owner of 1217 Park St illegally carved a residential unit out of the front commercial unit between 2004 and 2009. No permits were requested or received; no design review was made for the windows which were replaced. The property was sold in January 2016. The new owner replaced more window in illegal unit B without permits or review. A Notice of Violation has been issued that illegal unit B's kitchen, bathroom, heating, windows, etc, must be demolished and returned to the last permitted use. The last permitted use was in 2003; a commercial unit part of the front commercial unit, known as 1217 Park St. The rear unit, 1217 A, is grandfathered in as a residential unit (studio, one room, one bath, alcove kitchen, no closet) per a unit determination in 2004. In addition to he windows replaced without permits when the commercial unit was illegally divided into half commercial and half residential, with not permits, additional windows were replaced without permits in April 2016. My main concern, as a resident of this building, was that the owner contaminated this property and the neighboring property with lead-based paint while replacing these windows. (The paint has been tested, it it lead-based.) It appears to me the landlord has failed to obtain a permit, and has failed to pay the permit fees, which are per window. Also, the landlord has failed to obtain the appropriate review for closing up a window with wood to put a tiny, ugly bathroom window in, when the landlord added the illegal bath without permits. per code enforcement's notice of violation, the landlord is required to demolish the illegal and un-permitted work that created residential unit B out of commercial unit 1217 Park St. Please require the landlord to get a permit for the windows, comply with the commercial code regarding windows, and replace the wood boarding up the bath window--illegally-with a proper window.

    I'm very impressed with how quickly and competently Public Works is replacing or fixing sign when I report they are too faded to read, or missing. For example, I reported several parking signs and neighbors watch signs near Oak and San Jose were too faded to read. They have all been replaced, or the faded parts stickered, far sooner than I expected. I like that Public Works gives an estimate of how long it takes to fix a particular thing. With signs, Public Works is beating those estimates. Thank you Public Works!

    Street trees on Park St block that includes 1245 Park St, the north side, are doing great. The trees are very pretty, full, and tall for trees that haven't been there for a long time. This tells me they are well chosen and well cared for. These trees really add to the beauty of Park St. There are many other blocks of Park St where I could give the same compliment to Public Works. I just happened to be on this block tonight, and noticed the lovely trees, so I'm using this block as an example. Thank you, Public Works!

    1. Is there a way to give the tenant notice before AMP shuts of power to change a meter? PG & E has a service where disabled persons, or persons who really have to have continuous utilities for medical reasons, can register with the utility so their utilities are not turned off by PG &E without notice. The owner of 1217 Park St failed to tell us that AMP would be turning of the power to install a new meter. Apparently the owner told AMP that the only door to lock on was 1217 B Park St., while that is an illegal unit the city of Alameda has ordered to be demolished. The tenant of Unit B has already been evicted, so notice was not necessary. The only occupied unit at this address is 1217 A Park St., but the AMP worker was not told to know on our door. I was almost seriously injured when the power went out without notice. Please let me know how to solve this problem.
    2. The units at this address are 1217 Park St. (front commercial unit, vacant until Unit B is put back together with this unit and brought up to commercial code, which could be another year or so), and 1217 A Park St. (rear residential studio apartment, occupied legal unit per 2004 unit determination by city of Alameda). Please correct AMP's records to show that only these two units exist. There is no unit B; it was illegally carved out of the front commercial unit without permits, and will be demolished and returned to part of front commercial unit 1217 Park St.
