When an abandoned shopping has been claimed by a homeless person and filled with their belongings why does this not become theft and the people arrested?
If word gets around that this is what is going to happen then maybe their would be a reduction in this issue. There are people with 2 and 3 carts full.
Need an example? Go to Bel Air Park on Phoenix and Menaul. This is a drug infested park with many people hanging out all day long with shopping carts full. These people are shooting up drugs right there. Yesterday the paramedics come and took a guy away with an overdose. Common at this park. Police can't make these people leave, the park is open 6 am - 10 pm.
Our city shopping chart policy has got to change. The police need to arrest these people for stolen property. If I had a bicycle and had my name on it and I seen it being used by a homeless person does this person have a right to my bicycle? The grocery carts have the store name on them and we know they are "stolen" weather from the street or parking lost, stolen is stolen.
If word gets out that the police will arrest you for stolen property (shopping carts) maybe they will stop using them.
The stores need to work harder to retain their carts at the stores and gather the carts that have been "stolen" and abandoned at the bus stops and other places. Taking 30 days to retrieve an abandoned shopping cart has got to get better.

I was told that raccoons are on the "protected" list. What are they being protected from? Our backyard life needs protected from them!! Last night raccoons come into my backyard and killed my 18 year turtle.
Please look at this policy and lets get it updated to reflect the increase in the population of raccoons and the damage they are doing. Next it will be our gardens.
How long have they been on the "protected" list?
They multiply like crazy. They carry disease and a good chance they have rabies.
Our little pets are not safe either.
I don't even feel safe in my backyard at night after this murder of my turtle.
I think raccoons should be found down by the river, not in our city neighborhoods.

Following the storm we had Monday night, there are large deposits of rock/dirt along the south side of Indian School between Eubank and west. I don't know if it is like that east of Eubank. Large stones are on the sidewalk

I have seen our park over taken EVERY SATURDAY in the summers by the little league soccer teams FOR MORE YEARS then I can remember.
I am so thrilled that I don't live on Parsifal or Morrow.
Every Saturday our neighborhood changes from a nice quiet park to play and walk our dogs and visit with neighbors to an onslaught of people that really could care less about our park or our property.
If you live on Morrow, on Saturday it is an invasion of front yard privacy and of parking space in front of your home. You can't have a party, where will they park?
EVERY SATURDAY over 100 people work their way thru Snow Park and the neighborhood. They park in our driveways if we would let them. These people are so bold to ask to use your bathroom.
Even if you don't live on Morrow or Parsifal or the immediate area of Snow Park, if you walk your dogs every day, then you know what it is like on Saturday too.
Our nice quiet park is gone. Our Saturday off to take a little extra time to play at the park is gone.
THERE IS NOT ONE BENEFIT TO OUR COMMUNITY FOR THE SOCCER TEAMS TO PLAY HERE EVERY SATURDAY!!
LOOK AT OUR PARK!!! Last year many residents fought to get the repairs to our park done. First was the holes and trenches left behind from a new construction project along the north side of the park then had been done several years back. Then this spring, new sod was planted to fill the holes that have been left by either the football teams that were allowed to play at Snow Park or the soccer teams overuse of the field. Either way, once again, by many residents complaining, it was repaired and looks great.
NOW!! LOOK AT OUR PARK!! There are brown spots all over the park. Worn grass. The soccer fields are being set up week after week in exactly the same spots. And, there are more weekends to come before the end of the season.
IT IS TIME FOR THE SOCCER ASSOCIATION TO FIND A NEW LOCATION. MAKE THIS THE LAST YEAR THEY ARE ALLOWED TO PLAY AT SNOW PARK.
RECLAIM OUR NEIGHBORHOOD AND OUR PARK. WE DESERVE TO HAVE A PARK TO USE ON SATURDAYS IN THE SUMMER. WE DESERVE TO HAVE PLACES FOR OUR FRIENDS AND FAMILY TO PARK ON SATURDAYS.
THE PARK AND NEIGHBORHOOD ABUSE HAS GOT TO STOP THIS YEAR.
THE GRASS AND PARK NEEDS A REST. HOW CAN IT RECOVER? THERE ISN'T ENOUGH TO BE DONE FOR IT TO RECOVER.
    PLEASE PEOPLE!!!
MY NEIGHBORS MUST BE TIRED OF IT ALSO!
I WANT MY PARK BACK ON SATURDAYS.
I WANT A NICE QUIET NEIGHBORHOOD BACK ON SATURDAYS.
DON'T WE HAVE SOCCER FIELDS IN ALBUQUERQUE? A QUICK GOOGLE SHOWS THREE.
    YOUR HELP IS NEEDED!!

Every since this picnic table has been installed at the far west end of Snow Park the tree has become a urinal. 99% of the people I have even seen sitting there are drinking. Or it is bums using this table and tree.
Please, either remove the tree or the picnic table. It is not safe at our park with this going on.
There is a puddle of pee at the tree.
It's really gross walking across the west end of the park.

The trash dumpster that is located at the Snow Community Center at the intersection of Parsifal and Indian School.
There is always illegal dumping here. Right now there are mattresses and other trash all around the out side of the dumpster. There are clothes and other trash behind it.
There are always people going behind the dumpster to pee and poop. When the soccer teams are playing at the park a porta potty is sitting there and is open to the public but not now.
The walls need to have a gate put on them to keep people out.
This is right at a school zone and at an active community center.
    It's really gross.

It figures abandoned shopping carts are not on the list and have to be reported as "other".
There are 3 shopping carts in the arroyo that runs thru Snow Park. These have been reported on Monday I believe. Here it is Thursday and they are still there.
All I see is a cart for a homeless person to take and start using for their new "mobile home". This is a huge problem. You want bums off our streets?
Today, I call 311 again to report the carts and I was told they have until the 13th to take care of this.
I see graffiti was reported on the 29th and was taken care of on the 30th.
Why can't we get shopping carts taken care of that quickly? These carts end up in the river!
I have heard there are graffiti busters driving around town all the time looking for and taking care of graffiti, why can't they also pick up shopping carts? Take them back to the closest store they belong to and then fine the store. Why are we letting these carts sit in the arroyos?
Or, if graffiti busters can't do this, I sure see a lot of P&R vehicles driving around that they could also multi task and pick up these carts.
If you don't want to return them to the stores, then pick them up and sell them!! Little start up stores need carts.
We need a new plan there city officials!!

"I am contacting you today about the new addition of benches and picnic tables that were installed recently at Snow Park and Snow Park Community Center.
I appreciate the new equipment but I'm very unhappy with where they are placed.
The benches that were installed on the bike path in the park are too close to the path. If you are sitting on the bench and stretch out your feet and legs are in the path. Also the trash cans are so close you have to swerve out to miss them.
I also feel that the picnic tables should be installed at the basketball court at the community center. As it is there is not a single place for people to sit to watch, not a table to sit and eat.
I have talked to residents that like the placement of the one picnic table that is by the foot bridge but the table at the south/west end seems more for the people walking the path that would not be having a picnic then for the people in the park that are there for a picnic. Maybe some tables could be put in on the north side of the park too.
I have witnessed homeless people sleeping on the benches as there are not a divider in the center to keep it from being one long bench.
Please look at the placement of benches in other parks in the future as I see this same issue at other parks.
Place the trash bins and the benches farther back, install benches with the center arm rest and put some seating in for the basketball area."

Snow Park is used by the Pee Wee soccer teams and have been for many many years The soccer team on Saturday mornings set up and tear down leaving our park in better condition then they found it. Thank You to the Soccer Assoc.
Last fall or maybe this spring the "football' teams started playing at Snow Park. The cleats on their shoes have devastated our park.
I was told by the Soccer Assoc. that football was banned at our park but yet they are there everyday after school practicing.
I watched last night and they have no regards to the damage that is already present at our park and continue to play on top of the damage. Total disregard for our park.
PLEASE GET THE FOOTBALL OUT OF OUR PARK AND RESTORE THE GROUNDS TO THE BEAUTIFUL CONDITION IT USE TO BE.
