    The storm drain located on the corner of Sebec Street and Hesse Road is blocked with leaves, dirt, litter, etc. I tried to unblock it myself, but it's packed solid. It floods when it rains. When we have snow and it melts I have a moat of ice at the end of my driveway. Can somebody please take a look and address this? Thank you.
