    The light at Packard & Pine Valley BLVD normally only turns red to traffic on Packard if either a vehicle is waiting to turn from Pine Valley onto Packard (and trips a sensor) or if a pedestrian activates the crossing button. This morning, it is repeatedly cycling even in the absence of vehicles on Pine Valley or pedestrians waiting to cross. This is resulting in significant backups on Packard. It seems like the vehicle sensor on Pine Valley is erroneously tripping, perhaps due to snow or weather.
