Whole neighborhood smells from dumpster on Laurel St. Why can't these dumpsters be in the middle of their property on the east side away from the residences? One of the cans sits in the grass area to begin with and the other one has a concrete blocked fence area that the dumpster should sit in and be gated but it sits outside of it in full view all the time.
