How does one deal with neighbors who don't know how to use their bathroom in the house and uses my back yard to relieve themselves?

Yesterday we made sure there was no snow on our sidewalks and we did not pile it in the street ( I have pictures) This morning this is what the sidewalk looks like. The plow drivers do way more than the speed limit of 25 mph on the street.

This morning there was an accident on Quinnipiac Ave between Hemmingway and Runo Terrace. the Road was shut down - the officer would not public works through to pick up the garbage. The Man on the truck said that maybe someone would be by tomorrow. Can you please have public works send a truck out to pick up now that the road opened 5 minutes after the truck left. - The officer was blocking the road right at our driveway - our cans were not even 10 feet away from the truck and they would not wheel them over to the truck.

This issue was reported on May 7th and nothing has been done about it. The people who live in this house are disgusting - they leave food out all over the back porch, clean cases of chicken with the garden hose on the back deck and let all the chicken blood and fat go under the deck. The neighborhood is now infested with Rats. I keep buying rat poison and putting it out and it is not getting rid of them. The owner of the house doesn't respond to telephone calls or emails. Something needs to be done about the tenants living in this house and the rat issue that has developed because of these people.

First: I know the plow drivers work hard and get the jobs done - however for us to have to drive to the public works department because the plow drivers decide to speed down Quinnipiac Ave and bury all of the sidewalks and driveways after they have been cleared - especially on the houses where the elderly live and if there is an emergency no- one will be able to get to them. After going to Middletown ave the supervisor came out and plowed the 300 pound snow boulder they put in front of the driveway out but did not re shovel the sidewalk to make it safe again.
