    This is an apartment house in a neighborhood of single owned homes. The landlord put up a six foot stockade fence in front of the house which is falling apart. Also the tenants leave their garbage cans overflowing on the sidewalk and use the recycling bins for trash that isn’t picked up. This morning January 1 while walking my dog 2 rats ran out from under the cans into the front yard. This mess has been getting worst.The owner does not live at this address.

    The house is empty for a year . There is a dead animal in the yard. Garbage all over the backyard in pails of standing water which will breed mosquitoes.
