    I am writing to ask the County to address a water drainage issue that makes traveling on Summer Home Terrace in Elkridge treacherous whenever conditions are below freezing. Summer Home Terrace runs through the Gables at Lawyers Hill subdivisions connecting Route 1 to Lawyers Hill Road. The community is very hilly and there are many underground springs. Approximately 15 years ago additional homes were built above Summer Home Terrace on Assembly Room Court. The storm water management system that was put into place with the addition of these homes is inadequate and the lack of effective stormwater management puts those traveling through the community at risk. There are two primary areas that need to be addressed:

    3. Runoff from Assembly Room Court flows down between 6214 and 6218
    4. Summer Home Terrace that pools in the street in front of 6214. The runoff is too much for the gutter to handle and the water flows across the street down several yards to a storm drain just north of 6225 Summer Home Terrace. Water will flow for days after
    5. a rainstorm. When temperatures are low the water running across Summer Home Terrace freezes causing dangerous driving conditions. County trucks must come and salt the road regularly from November to early April due to the slow drainage of rainwater onto the
    6. road after any rainstorm. I am requesting that the County put a storm drain near the property where the water pools to collect the water and route it to the existing stormwater management ponds in the community. If a storm drain is not the proper solution,
    7. I am requesting that the County determine the correct solution and remedy the situation. Continuing to allow this water to build up on Summer Home Terrace is a tremendous safety risk to all who travel through this community. Last winter a car traveling north
    8. on Summer Home was hit by a southbound car that slid on the ice. Please see the attached pictures, diagrams, and records of Tell HoCo reports concerning this issue.

    12. The Surface Sand Filter that borders 6319 Assembly Room Court,
    13. 6200 Latchlift Court and Howard County Public School property is inadequate or has not been properly maintained to function effectively. Water from Assembly Room Court runs down the hill straight across the walking path to the Elkridge Elementary School/Elkridge
    14. Landing Middle School Campus. This well shaded path will remain wet for days. From November to April anyone walking on the path has to assume it is icy. Several children and many adults have slipped on ice on the way to and from school.

    17. across the path to the stormwater management pond below. In winter all of this runoff freezes making walking up the path very dangerous. This path is the route students in the community use to get to school as we are not provided bus transportation and it
    18. is the only accessible way onto campus. We are requesting that the County fix this issue. People have suggested that running a drain under the path to the stormwater management pond would remedy this problem. Please see the attached pictures showing some of
    19. the significant icing that has occurred on this path.

    Community members have been reporting issues and concerns with these areas for several years. The issues with these two areas have proliferated with the increase in rainfall the community has experienced. It is important that the root causes of the problem are addressed as soon as possible. Failing to do so is putting members of the community at risk. It is only a matter of time before someone is seriously injured.
