    there is horrible smelling garbage and human waste on corner of locksley and forest, including under hwy 24 overpass. The is debris all over and sleeping bags and garbage.

    I checked with BART and they insist is NOT Bart property but oakland. Please remove debris and waste and advise people camping there that it is illegal and are destroying a space the public used to enjoy and use.
