Neighbors seem to be neglecting their dog. Constant barking day and night. It's become such a nuisance that I can't even sit out on my back patio due to the headache I get from the barking. At night when the dog is barking, the other neighborhood dogs also start barking. Then the roosters chime in. This poor dog sounds like he's trying to get the attention of his owners. The owners may be hard of hearing, otherwise I dont know how they can keep ignoring this poor dogs cry for help.
