    This is both an air pollution and fire safety complaint. This individual keeps burning various things in a pit in his back yard, right beside the wooden fence that separates his yard from his neighbor's. I have seen commercial boxes (cereal), leaves, twigs, etc, just at a glance.

    Per Section 8.7.3 - Open Burning, I don't believe that this qualifies as promoting any outdoor event, and per Section 8.7.4 - Prohibited Acts:

    "No person shall discharge, or cause to be discharged, from any source whatsoever such quantities of air contaminants or other materials which cause injury, detriment, nuisance, or annoyance to any considerable number of persons or to the public, or which endanger the comfort, repose, health, or safety of any such person or the public, or which cause, or have a natural tendency to cause, injury or damage to humans or property. "

    I believe that this is not allowed. It causes smoke to travel over a large portion of the neighborhood and especially my back yard, which means that while I am outside gardening I constantly need to be breathing in his contaminants. And as a person that had cancer once, I'm not going to risk lung cancer because he wants to burn things in his back yard.
