The traffic signal at Center Street and State Street repeatedly will skip going green when turning south onto state street. I have been at the light where it has gone from the walking symbol to the red hand without going green three times before I got out of my car to press the cross walk button. It went green after that. This has been an issue for a while now. It seems like if there is one car waiting or even two, it will not go green. But when about three cars are in line to turn, then it registers and will go green.
