This week a large 12 ft by 12 ft awning was erected by a person living IN THE MIDDLE of River Park, just off the pathway. In the past the COV has been unable to address squatters underneath the MI bridge and those off Sacramento/Wilson Exit, due to CalTrans property. There have been for many months individuals living indiscreetly in the bushes right in the middle of River Park and pose little problem. This display is different as it the visibility will attract only more squatters...soon becoming the new Sacramento/Wilson. River Park has been an oasis for families, dog walkers, couples, runners, cyclists, and the elderly during Covid. This will quickly change if we do not feel safe. While the vast majority of homeless do not pose a threat, one or two bad apples can play havoc with the neighborhood...the 'stocky bald guy' comes to mind. As does the recent theft of my neighbors car by someone who frequented Sac/Wilson. Winds off San Pablo Bay are likely to drive an fire in the park up the hill, luckily in the Spring the FD put out the last squatter fire off Wilson. I hope you can address this after the long weekend. We've seem to come to accept as the new normal the Sacramento/Wilson situation. I love Vallejo, but even pre-pandemic this was getting worse. Please don't let this happen to River Park. The people who live her deserve a nice park.

Nothing new, except now instead of encampment being behind trees and bushes in River Park, it is now out in the open as you approach the Mare Island Bridge heading west. Maybe the city should establish a place where folks can camp like other cities have tried.

Please do something about this location (North East end of the Mare Island Causeway). For over 2 years various people have been living here complete with tent, 4 burner gas grill, etc. Today I observed a white male in his late 40s carrying a new item (oval about 1 ft x 2ft) still in the original Styrofoam packing. He also has several locations along the trail that he utilizes and pops in and out of surprising, walkers, joggers, and dog walkers. The park should not be his home and he should not be intruding on others who are paying the bill to maintain the park in the first place. He certainly can move to more remote areas (the pump house seems to be a favorite as everyone says it's not their jurisdiction) that are less invasive of the public space. After 5 years here, I like it but situations like this don't make me feel safe and am considering moving. Also I notice that a lot of porch thefts tend to be done by men riding bikes, much like this fella does. No way do I want to grow old here not feeling safe in a public park. I know it takes a long time to deal with squatters, but this is getting to wear thin. If he want's to live outside there is plenty of National Forest land. Allowing him to live under a bridge will not solve his problem, nor is it fair to the people who want to enjoy the park.
