This intersection is a major point of egress and ingress to the main downtown corridor with high traffic volume. There are numerous pedestrians walking into Winslow who can only access Winslow via this route. There is no sidewalk making it dangerous. It has numerous potholes which drivers avoid by driving outside the lane where pedestrians walk or in the rain, they drive through them splashing pedestrians.
