    They failed to lock the restricted access area. Communicated to ODOT that their crew, as well as HUCIRP contractor needs to be more careful about locking the gate to prevent transient camp dogs from being able to roam into the Sunset highway. Posting here as I have communicated the same problem to them on April 15th, 2020 on a different gate along this same trail.

    west side of SW 14th avenue at W burnside St. There was a male panhandler/transient loitering, bags of transient related garbage, syringe caps, and dozens and dozens of non-deposit wine bottles, which probably originated from a transient emptying out a stolen recycling rollbin and taking what they want.

Transients are accumulating on the exterior in public view and alcohol and substance use has been observed here in the past.

    There are a handful of chopped up bicycles in plain view along the hillside on the west side of I-405 at about the MAX tracks.
    Stolen bikes, and who knows what else they're dealing in that homeless mess.
