    Congress Street, between HIgh and Vicksburg in Oakland is in TERRIBLE condition. The pavement is cracked, pitted, with holes and bumps, truly the worst I can recall in Oakland. I pass there on my way to friends nearly every week. This is a low income
    neighborhood, but they should not be ignored.
