    With the recent heavy rains of 2/17/19, the culvert that drains the Lanier Lakes Subdivision backed up completely flooding both Harbin Road and the backyards of some of the residents. I've never seen Harbin flood before Nance Rd, I suspect that the construction on the South side of Harbin has affected the drainage in the area or that something is plugged.
