Traffic light changes green and then goes yellow after 10-20 seconds. This only allows about three cars to go through intersection before it goes red. Only seems to be in the evenings during rush hour.

I reported this light a couple weeks ago and it was quickly closed as “operating as normal”...
Again, I work at a local concrete delivery company and with out plant being located off this exit we may use this intersection 3-4 times in a five hour period during one of our night pours. That is 25-30 drivers using this light that many times in one night.
All I can say is this has been an on going issue and many drivers at our plant complain about it.
In the early morning hours the light will not change until cars come down the northbound off ramp. I have sat there many times through several lights and have seen other vehicles give up and run the red light.
I have a video almost 4 minuets long of me sitting there the entire time but an unable to post it here. If you would like to see the proof please provide an email to send it to.
I would not take the time to report this issue if it wasn’t a problem. Please do not close this again without investigating it further....

On going problem, light not changing... I drive a local concrete mixer. With our plant being located off this exit we use this intersection many times a day. Light seems to work fine in the daytime but doesn’t seem to change at night unless another car comes off the northbound ramp. Perhaps this in because there is much more traffic?!?
I have seen many cars become frustrated and run the red light. I reported this a few weeks ago and they fixed the signal that was burned out but the timing issue remains...
I also notice many of the lights under the bridge not working or coming on and off.

There is what appears to be water shut off valve leaking in the middle of State Street, pretty much in front of Pep Boys. It has been leaking for several weeks, I just kept thinking someone would notice/fix it.
