    The tenant in apartment #2 at 4700 21st St N, Saint Petersburg, FL, 33714, was an elderly woman in her 70s, perhaps with dementia. Her family or friends moved out of apartment #1 several months ago. She appeared to be alone and without a vehicle or support ever since. There was a small dog and two cats in the unit with her. The living conditions degraded rapidly.

    I contacted Animal Services several months ago about the condition of the cats (which I could see in the bedroom window). Animal Services apparently came out and filed a report, confirming the poor living conditions and the sickly state of the animals. They failed to perform any intervention other than to providing a verbal warning.

    Last week the occupant was taken away by ambulance. The owner of the property took possession of the unit. The unit was full of animal feces and the smell of urine and ammonia was overpowering.

    It's sad that an elderly woman and the animals were allowed to continue to live in such conditions without an intervention from Animal Services or Social Services.

    The material possessions of previous occupant are now being removed and piled up on the curb at this address by the owner. The items have a putrid stench, they are soaked in urine and cover in fecal matter and may contain fleas and/or other pathogens. There may even be a dead cat in the pile.

    I noted single cat still locked in the residence on Friday night (11/15). I called Animal Services and they said that they had been to the address but had 'cleared the property of animals'.

    I can understand that the unit was abhorrent to be inside but that's not an excuse to leave an animal to die. I spoke to the owner on Saturday. I helped him to open the bedroom window, as to let the cat escape (if it was still alive). He mentioned sometime about a flea fogger. I left the area as the stench was overpowering.

    I request that the materials on the curb (which may be a biohazard) be removed from the neighborhood immediately.

    City and county services completely failed in their responsibility in this situation. An old woman was living in deplorable conditions with animals for months until she was finally overcome. Animal Services could have done more.

    I have done trap-neuter-return (TNR) of cats for almost 10 years. I continue to rescue cats and kittens in the neighborhood. I was a volunteer with Washoe County Animal Rescue and I worked closely with Animal Services and the Humane Society while I lived in Reno. I moved to St. Petersburg two years ago. In my experience with Pinellas county, I find that some of Animal Services officers are not interested in doing any work and push back against doing their job. One even suggested that I take a cat that I had trapped into Animal Services myself.

    I would suggest that the history of this address be reviewed at the city and county level.

    A Chevy Van (FL tag LMX T63 Exp 10-19) has been parked on this empty lot for over two weeks. It has not moved during that time. It is somewhat hidden by tree growth. The vehicle is unlocked and it may attract drifters and homeless people that frequent the area. Perhaps the vehicle stolen, abandoned or simply illegally parked. The property owner is a shell property investment/trust company with no clear public point of contact -- perhaps Thomas McCormick via Charles Rutenberg Realty at (727) 204-6427. The property owner has authorized unauthorized vehicles to be towed via A-1 Recovery (727) 323-8515.

    There is a small sink hole in the road at this location. It has had a flashing barricade on it for several months. A city worker drove by in a maintenance truck 30-60 days ago, mentioned that 'he didn't have this one' and noted it.
