Outside drain at base of walkout stairs keeps backing up in heavy rain. Email to stormwater people received no response in over a week. Last 2 backups that caused water in the house were March 21 and January 24. Own house since 1998, flooding happening more frequently. Finished basement is now gutted. Plumbers and homeowners can’t find drain exit; Hose runs into for 30 minutes with no backup and no evidence of water in yard. Don’t know who can help me with this, sewer and water or stormwater department? We need to find an underground tank or source of back up. Don’t know what qualifies as an emergency, so never called for help pumping out water. Not able to get flood insurance. Please contact!
