business access being limited on University Drive due to new curbs replacing existing entrances.

Why is business access being limited on University Drive?
New curbs are being put in place that seem to block access to a lot of businesses on University Drive.
Example: The Jewelry store,Wholesale Jewelry & Loans, near Olive Garden Restaurant had two pathways to it, yet now it only has one since road crews replaced the second entrance with a curb.
