    Just seen the closed comments this morning:
    "The right of way is higher than the land south of Terry Drake. The natural drainage in that area is from Northwest to Southeast."
    Why can't the city extend the ditch east on the south side of Terry Drake Road down to the ditching/drain piping already present to the east?
