I need your help. I hope you are the Code enforcer of the Chapter 8.5 of the City of South San Francisco municipal code with fines ranging from $100-$500.

I live in an apartment where there is consistent smoking of marijuana and cigarette near our area. I mean consistent day in and day out, the smell from the smoke will happened at around 4:30 pm and 11:30 pm. The smoke penetrates the wall of our unit and we can hardly breath sometimes. I bought air freshener so as to relieve us the pain and suffering of smelling the smoke from the marijuana and cigarettes.

There is an apartment contract that prohibits smoking in our apartment building but the manager when told about the smoke from the marijuana and cigarettes said that he will tell the police and the police said they don't have the manpower or want to this enforcement. It seems the police will enforce the $45 traffic fine but not the $100 to $500 smoking code violation.

Please help our health are being in danger here by the terrible smoke blocking our nose and having a hard time to breath
