    Over the course of 5+ hours, a group of ~10 people and their cars hung out on the sidewalk in front of 259 & 261 East 23rd Street. Music was blasting full volume from 1-2 cars for much of this. A polite, sleepy request to be more quiet around 1:30am resulted in lower volume for about 10 minutes.
