    why does is this pigsty allowed to get away with giving the city the finger, you know he is laughing at what he gets away with, he has no intention to ever clean up this place, just stall and collect rent...he is abusing the system, what system topeka has, doesn't seem like much, or they just don't come down hard enough on violators...this place needs to be cleaned of all the filth...walking by the pile it stinks...come on topeka...
