    The Portland Loo public bathroom in Central Square was locked on Sunday with no occupant inside and no "out of order" sign. People were trying the door, finding it locked, and assuming it was in use, but there was nobody inside. It wasn't clear if the door somehow became locked or if it was locked because the facility was out of order - in which case a sign should have been posted. People were waiting patiently to use the Loo before finally realizing it was empty.

    Rock & Roll Daycare at 366B Broadway sends in its cleaning and maintenance crew every night in the wee hours of the morning. Tonight it's at 1:30am and they're out back banging around the rubbish containers and operating vacuum cleaners with the doors/windows open and waking up everyone in the neighboring buildings. I like having Rock & Roll as neighbors, but their cleaning crew has to do their work at a more reasonable hour, i.e. not in the middle of the night.

    Two storm drains have been intentionally blocked due to construction at adjacent site. These drains are essential during significant downpours and without them the sidewalks are blocked. Most or all of the excavation at the adjacent construction site has been completed and these drains need to be restored or at the very least modified to permit sufficient drainage. I have personally kept these drains clear for over three decades and I am now prevented from addressing the flooding issues.

    Official word from the City re: sidewalk close at the Annex was:
    "The exterior accessibility upgrades at the Annex plaza will not be substantially complete until 11/18, but we anticipate opening up both walkways to the front entrance, and potentially the sidewalk in the next week. The jersey barriers will remain in place until shortly before substantial completion on 11/18."

    It's now December 2. Why is the sidewalk on Broadway still closed and the jersey barriers still in place? This is not just an inconvenience. It's a safety hazard for pedestrians, cyclists, and motorists.

    This is a chronic problem at 368 Broadway. Collection is Thursday this week, so the toters came out Tuesday morning. As an added touch, most of them were set out in front of my house next door and I had to relocate them to the offender's building. As with just about every week, I fully expect some of the toters to remain days after collection, and they are quite disgusting - the same toters that provide a smorgasbord for the nightly rats in back of 368 Broadway.

    The rats are still running wild at the rear of 368 Broadway. Tenants are leaving bags of garbage on the ground and the rats are having a feast. The rat poison must be doing some good because now the stench of dead animals under the rear deck adds to the overall experience.

    Rat infestation behind 368 Broadway and Rock and Roll Day Care (366B). There are MANY rats now running in and out of the many open containers at the rear of this property - from very large rats to baby rats all feasting on the garbage that is not properly stored. This is a recurring problem at this address.

    On the Broadway side of the Squirrel Nut Brand Community Garden there is a rat bait box with a very large dead rat in it that I have seen there for several weeks now. Could someone please dispose of the dead rodent and perhaps replace the black box with a fresh one?

    The traffic signal for vehicles exiting Inman Street toward Mass. Ave. is now only 11 seconds long which is too short. This leads to significant backups on Inman Street where drivers often have to wait several full cycles in order to exit Inman Street.

    The LED streetlight in front of 26 Inman Street (the building with the parking lot in front) was out when I passed by there last night (July 30 - maybe 10pm or so). Actually, I watched it dim and then go out and it did not come back on during the time I waited there. This left that section of Inman Street and that parking lot very poorly lit.

    There are two large dogs on the loose on and around Broadway in the vicinity between Lee Street and Inman Street - no leash, no collars. One is a large German Shepard and the other is an even larger black dog. They were running out into traffic and I'm worried that this may not end well.

    I'm not sure if this is the best way to make this request, but here goes:
    The stretch of Broadway from Lee Street to the City Hall Annex (344 Broadway) has numerous issues that need to be addressed. The current sidewalk, for the most part, was re-made about 35 years ago plus a few alterations since then. There are several places where water valve covers extend an inch or more above the sidewalk (trip hazard), at least one location where the sidewalk was installed incorrectly resulting in a low spot that is a wide puddle in warm weather and an ice pond in freezing weather, several locations where utility work left temporary asphalt patches that now seem permanent, and (most importantly) a failed underground electric service for which Eversource made temporary fixes and never returned to restore the underground service. I will post some photos to illustrate. We would like the City (hopefully in concert with Eversource) to do comprehensive repairs and restoration of these two short blocks of sidewalk and associated utilities. The photos begin with the electric service.

    I spite of reassurances from DPW that this matter had been resolved, City contractors are once again using the even side of Broadway (350 through 372) as a snow dump - moving snow from the odd side (old Longfellow building) to the even side. We worked hard today shoveling our walk and creating an opening to the street for the convenience of pedestrians. The contractors have now destroyed that and replaced it with a growing mountain that is now spilling over to our sidewalk at 366 Broadway. They have also piled mountains onto the storm drain and the 68 bus stop.

    Please stop treating our block as a snow dump.

    Homeowner has a pipe installed that expels water from house onto sidewalk and then street leaving a solid patch of thick ice on a sloping street and creating a safety hazard for both pedestrians and motor vehicles. This is on the Goodman Rd. side of the house.
