    DGS garbage truck 410 made an illegal right turn on red from south manning to New Scotland ave 5/26/2020 8:50am. South manning has no right turn arrow. South manning has a 'No turn on red sign' as well as 'Photo enforced'

    As this is "not constitute a valid notice of claim nor a valid prior written notice", How do I submit valid written notice?
