Sewer GAS smell coming from street drain at 301 west 26th

2 tires on side of the house in the drainage gutter

tree was removed and service was cut to street lights in the alley, there are also wires hanging down

every time it rains the sewer drain in front of 303 west 26th clogs and overflows into the street sending debris and trash into the street

property has grass over 3' tall
