The Splash Pad fountain pump needs to be replaced and has, apparently, already been ordered. Meanwhile, the water is getting very funky and, if it isn't already infested with mosquito larvae, it soon will be. It would be great to get the fountain temporarily drained and, at the same time, I'd like to volunteer to help clean the trough (hidden under the steel plates) where dirt and trash settles to the bottom. Jaime Salazar did this a couple of times with my assistance and, at other times, on his own. My offer would apply, as well, to a later date when the new pump is installed.

There's some feces inside Splash Pad Park and since the Farmers Market is tomorrow, it would be great if this could be addressed late this afternoon. (Sorry, about the late notice). In addition to the location shown on the DG pathway just outside the Plaza, there's a second location about 50' away in the grass to the left of the walkway just before you reach the asphalt road. I've marked the spot with a small branch.

Last night, the only light working in Splash Pad Park was the tall street light that's adjacent to the asphalt roadway that bisects the park. Not working: uplighting under the palms at the corner of Grand and Lake Park; blue uplighting under the freeway; the four bollards that parallel the freeway; the three Names in Lights panels in the park plaza; the accent lighting in the walls of the fountain.

There's a gaping hole in the street where a steel cover is missing. It's in the right lane of eastbound traffic on San Leandro Street about 100 yards east of Seminary. I don't have a photo but the identical situation exists in the center of Fallon Street where 9th Street deadends

The Splash Pad fountain isn't working and, judging by the build-up of algae, it hasn't been working for a while. Franklin Reust usually maintains this on a regular basis. I'd appreciate a heads-up as to what's going on.

This is a follow-up to a complaint I filed on April 29 of this year (Issue ID: 3375115). The Sprint cellular phone store at the foot of Rand Avenue NEVER brings in their trash cans. I've talked to employees and the Manager and have been told that there is no room inside and the cans smell. To the best of my knowledge, neither is an acceptable excuse. As I understand the city code, trash cans are to be put out the night before and brought inside when emptied. Please enforce these requirements and, if need be, cite them for violations.

Two trees adjacent to the entrance/exit of the Boat House parking area appear to be dead. If so, are they covered by a guarantee since they were just planted a year or so ago?

The fountain at Splash Pad is extremely low in water and, if it goes completely dry, the pump may overheat and fail.
  • Splash Pad Park Path Oakland, California - Lakeshore
We have a major rat infestation at Splash Pad Park and it's been that way for years. Please don't refer this complaint to Alameda County Vector Control as they've been out numerous times to dust the tunnels and don't have the resources to solve the problem. The best solution would be the bait stations that are installed and serviced at the Lakeview Branch Library, the Lake Merritt Garden Center and probably dozens of other locations throughout the city. This is an ongoing health hazard and also a thorn in the side of the Splash Pad Park Grand Cru volunteers who regularly work in the park maintaining the California Native plant garden and more.

Water in the Splash Pad Fountain is extremely low. If it goes dry, I'm afraid the pump will burn out. Please contact Franklin Reust for maintenance.

This is a follow-up to a complaint I filed in October of last year (Report #685876). As I reported previously, the ledger installed against the Names in Lights panel has totally disintegrated and the Ipe decking has sunk approximately 3 inches - creating a severe tripping hazard. In addition, there's nothing that holds the boards in place and I'm concerned they'll disappear.

There are clusters of news racks in 7 different locations in the Grand Lake commercial district. All are blighted to at least to some extent. We're asking for individual boxes that are no longer be utilized to be removed and the remaining individual boxes to be cleaned and repaired. We're also asking for the large cluster of racks in front of Noah's Bagels at 3351 Lakeshore to be moved elsewhere in order to later accommodate a community parklet. Here's a list of the 7 locations:
    470 Lake Park Avenue
    495 Weldon Avenue
    3251 Grand Avenue
    3256 Lakeshore Avenue
    3318 Lakeshore Avenue
    3340 Grand Avenue
    3351 Lakeshore Avenue

PLEASE NOTE: This complaint was originally directed to Sandra Smith in CODE ENFORCEMENT. Here's her reply:

"I am referring all of the complaints regarding newspaper racks to Public Works for follow-up and if needed removal. Public Works is responsible for right of way obstructions that the Bureau of Building has handled and as we sort through this internal change we may be involved again but ask that you refer complaints regarding items in the right of way to Public Works."

ALSO PLEASE NOTE: I can provide photos of all 7 locations if requested.

  • Parking Lot Under Freeway Oakland, California - Lakeshore
The bike rack at the northeast corner of the parking lot under the freeway is heavily damaged.
  • 3310 Grand Avenue Oakland, California - Lakeshore
The gutters on Grand Avenue between Mandana and Lake Park seem to be regularly full of mud, leaves and litter to the extent that I'm wondering if they're getting swept regularly. I also have a question about the street sweeping schedule. The signs say, "NO PARKING. 2:00 AM - 3:00 AM, Mod Wed Fri, Each Month". Is that supposed to read "Each Week"?
  • Macarthur Freeway Oakland, California - Adams Point
Homeless encampment in the parking lot under the freeway with lots of trash.
  • 3343 Lakeshore Avenue Oakland, California - Lakeshore
This car is parked illegally in a space at which the red paint has faded to the point that it's practically invisible. It's important that the curb be re-painted and no parking enforced as cars leaving this space have to back up across the pedestrian crosswalk.
  • 3347 Lakeshore Avenue Oakland, California - Lakeshore

There's a large amount of stagnant water puddling in the gutter in front of Noah's and Starbucks. I suspect the problem is due to trash, mud and leaves that are partially blocking the gutter where it runs beneath the aluminum drainage grates on the surface of the bulb-out.

In addition, the aluminum grates are being deformed and damaged under the weight of hand trucks and moving dollies. This problem is even more acute at the bulb-out in front of Chipotle where we have a severe tripping hazard that I've reported multiple times (most recently, March 2016 Service Request ID: 641228) without a response.

  • 677 Rand Avenue Oakland, California - Lakeshore
This tire has been laying curbside for at least a week. The trash cans, on the other hand, have been sitting outside the Sprint store for months and months. I complained directly to the Sprint management but, apparently, they refuse to bring them inside after being emptied because "they smell". Sprint needs an official reminder of city policy with fines levied if necessary.
  • 471-517 Lake Park Avenue Oakland, California - Lakeshore
The gutters on east-bound Lake Park desperately need sweeping - as does the gutters on both sides of the entrance to the parking lot under the freeway and also alongside the street medians on Lake Park and on Grand between the freeway and Lake Park Avenue. Is there any chance these areas could be added to routes regularly covered by the city's street sweepers?

I've frequently complained about lights not working. In this case, they're working but in the middle of the day. The two that I noticed are one of the accent lights under a palm at the corner of Lake Park and Grand. The other is a custom-made street lamp on the fringes of Splash Pad Park directly across from B of A. I suspect that there are more.
