In the alley behind Boulevard between Floyd and Main, many landlords seem not to be providing tenants with supercans. My husband owns buildings at 2709 and 2711 Floyd and 2 & 4 N. Mulberry. Almost weekly we have people either using our cans or illegally dumping waste and furniture behind our buildings in this large, accessible alley.
