WATER IS RUNNING ACROSS THE YARD AND DRIVEWAY CAUSED FROM A CLOGGED DRAIN

"Rainwater from my upslope neighbor's home (unoccupied) is not sufficiently drained into the street but instead overflows down the sidewalk toward my property and then spills into the gap between the street and sidewalk causing severe erosion. The new sidewalk and curb laid by the city last fall does help but the lip which is supposed to help channel the water into the street isn't sufficiently high enough (or the channel isn't deep enough) to handle the volume flowing off the neighbors lot."
