I have spoken to them when I take him home but in one ear out the other. With July 4 coming this is not safe. Animal control should be notified! Bad pet owners!

It is often a cycle of 3 lights. Also, there should be a turning light arrow for cars turning left in the left turning lane onto San Pablo going west. Cars going across 27th and cars turning left often have accidents because turning cars do not understand there is on coming traffic because of the way the street jumps over to stay on 27th.
