The dogs at this address need to have something done. The collie has bitten someone and has a bad skin condition, and the other one constantly gets loose. The owner has been arrested three times over this collie yet she still has it. Animal control has made many visits to this address. Also how can you have two adults, 4 kids, two dogs, plus at least one cat in a 5 room apartment.
