We need a better city

Back ally between 7th and 8th st east on the 500 block. This ally keeps flooding every time it rains and the are massive ruts. City seems to think just dumping more road base down will fix the problem.
And the only thing that dose is fills the ruts but yet there is no place for the water to go but in the the yards along the road.
The alley need to be graded to sloped to 6ave so the water runs to the road . But it seams like they just don't know how to do that.
