Non-functioning Traffic Lights Archived1200-1216 Summit Ave Richmond, VA 23230, USA - Scott's AdditionFlashing yellow stop lights make entering broad from stop sign very difficult because traffic doesn't stop. This light was functioning a few weeks ago but never fixed after last power outage. Similar situation at next light as well.
