Trying to understand what is wrong with the first black container that was cropped out of the original picture It is 32 gallon and it has a handle

We've lived in this house for 23 years, had the same yard trash cans for probably 15 years and for the first time ever, received a service notice that these cans are "unapproved cans" When did this change?

This house has been burnt for a long time and it's still sitting here

This was NOT put out by the curb by a commercial tree service, arborist, or forester We just had a tropical storm go through and it is yard waste from that storm!!

No one is living in this house and they left their chickens to roam the neighborhood. The house is falling down and the yard is awful. Second notice and nothing has been done.
