The parkway directly in front of my house where a city tree is planted is continually damp along the edge and very damp in the corners. It is just dirt, I killed the grass a few years ago and so it has not had irrigation/sprinklers used on the area for about 3 years. Recently the damp issue has appeared. There are visible roots from the city magnolia tree that is planted there and so I don't know where the water is coming from. At first I thought is was just runoff from neighbors adjacent sprinklers running down the sidewalk, but it is much more than just the edge of the parkway. Nowhere else in the yard do I see the problem, just in the parkway area. My water bill has been higher the past two times, and I tested the toilets for leaks, and they are not leaking. So I am assuming the issue is in the city parkway. I am concerned for the cost and for any possible damage. Help, I need this checked and fixed by whatever appropriate city department handles this. Please note in the photo that is an electrical box , not the water meter.
