City or Apartment complex??

There are 2 major potholes and one forming on Hollyfield Drive in East Charlotte. I called the Meck. County and was told that it's not their responsibility. I spoke with the management of Landmark Residential and they said it's the city's responsibility. Whose responsibility is it to fix these major and growing potholes??
