    For years, now, these buildings on New Scotland, at the corner of Madison Avenue, have been allowed to completely disintegrate and negatively impact the surrounding area. People shoot up drugs, defecate in the doorways (that is human excrement in the upper left hand photo), are drunk and disorderly, cover them with graffiti, etc. It's my understanding the owner of these buildings also owns one or more of the buildings right around the corner (548, 550, 552 Madison Ave) where a number of drug addicts and dealers live and inject and sell drugs 24/7 endangering the overall community, and others who live in the buildings including older people and children. One of these buildings was the site of a recent stabbing death, right outside on a weekday afternoon. Why is this owner permitted to own property when he allows behavior and conditions that make an entire area decline and unsafe. The drug users and dealers should also be arrested and evicted. This is a well-known issue so where is Codes, the police, the Mayor, the Councilperson, and others?

    Large graffiti painted on sidewalk between 474 and 476 Madison. The problem tenant in 474 and her 3 male friends were in that area setting off fireworks, drinking alcohol, and yelling between 10:00 and midnight. Check security and traffic cameras. In addition to the fire hazard, smoke and the ongoing disruption to the neighborhood, they left all the fireworks litter on the sidewalk and now this is spray painted. Police were called multiple times, but did not respond as usual. How that level of noise and smoke was also not seen and addressed by a single patrol officer, on the very public Madison Ave over that period of time, says it all. If this is what happens on a Monday night, imagine what it's like Thursdays-Saturdays.

    Someone has been dropping their gum on the corner sidewalk for a year. 40+ pieces are all over the sidewalk they seem to do a new piece everyday. Can it be power washed off and something be posted?

    This block has been reported repeatedly. Why is the city failing to address it? It is a public health hazard. From 273 to 223 Western Avenue trash, debris, Furniture Etc is out on the curb, in front of houses and strewn about. It stinks, it's drawing flies and bees, and rats. This is right across from a restaurant and is disgusting in that regard as well. This city is becoming a cesspool due to the lack arcare, personal responsibility, and accountability. People are throwing trash in the street right in front of police cars. It may not seem like a big deal to our officers but it starts with trash and graffiti and it ends in major crimes. That's just the reality of how an area slips into demise. We have laws for a reason. Uphold them, ticket and fine people, and keep fining these owners until they do their jobs or lose the privilege of property ownership.
