1. Executive Summary: As New Castle County enters a new phase of infrastructure development, there is a significant opportunity to align local park maintenance with state-level transit goals. We suggest a formal planning integration that connects the Alban Park system—specifically the terminus at Homestead Road—with the Jack A. Markell (JAM) Trail and the proposed I-95 Central Park Cap.
2. Enhancing the "First State Gateway" The green space at the Homestead Road cul-de-sac serves as a primary visual gateway for millions of travelers on the I-95 and Amtrak Northeast Corridor. To ensure Delaware presents a world-class image to visitors traveling between Washington D.C. and New York, we recommend:
Landscape Remediation:Elevating the maintenance of this "green pocket" to match the status of our larger county parks.
Infrastructure Stabilization:Addressing the significant pavement degradation on Homestead Road and the backroads leading to driveways and garages. Current road conditions, exacerbated by heavy vehicle transit, detract from the high-value residential growth in the area and pose a barrier to pedestrian connectivity.3. Fiscal Alignment and Local Reinvestment: With the recent spike in property valuations and subsequent tax revenue growth, there is a clear mandate for localized reinvestment. We suggest that these funds be prioritized for projects that directly impact the health and wellness of Homestead Road residents. By modernizing the access points to our green spaces, the County ensures that tax-paying residents see a tangible "return on community" that reflects their contribution to the state’s economic success.
4. Integration with the "Rail-Highway-Rail" Corridor The strategic location of Alban Park offers an unmatched opportunity for a world-class "Trail-to-Transit" connection. We propose that the planning stage for the I-95 Cap project include:
Pedestrian Connectivity: Architecturally significant bridges or arched walkways that safely navigate the rail-highway corridor.
Trail Extension: Linking the Homestead Road cul-de-sac directly to the JAM Trail and the Wilmington Riverfront for pedestrians and pedal bikers like Matt M.
State-County Partnership: Fast-tracking these inter-agency projects to ensure that the "last mile" of our park system is as robust as our primary transit hubs.5.
