Neighbor has chickens and roosters

TBNweekly (Tampa Bay News weekly) continues to throw their trash in my yard. I have called and emailed them at least six times starting September 2015 to get them to stop throwing their trash in my yard.

They continue to throw their "free" paper in my yard, which i do not want, have never signed up to receive, and consider trash.

My last attempt was 1/16/2017, and it seemed to work for about three weeks. They are again throwing their trash in my yard.

According to Article VIII of the Pinellas County Codes, "No person shall dump or cause to be dumped, or place or cause to be placed, or leave or permit to accumulate any garbage, refuse,... " their paper falls into this category as i do not want it and consider it trash.

How can I stop them?

2810 Wiltshire Ave Palm Harbor. Over growth, garbage side/back yard is attracting snakes, rats, opossums, raccoons, squirrels and wandering dogs/cats. Increase in fleas. My dog has contracted hookworms (elderly house pet)

Sidewalk in front of home is buckling up. Sidewalk to right of home is low lying and collecting rainwater/not draining

Two pot holes that I have stepped in and hurt my ankle needs filled.

When the sidewalks were repaired they were made to be wheelchair accessible which is good. However yellow grids for the blind where installed. These grids makes it difficult for a wheelchair to roll over and defies the meaning of the accessibility and in 2 years I haven't seen a blind person in the neighborhood but I use them everyday and I'm in a wheelchair. Can you help me?

backyard has about 4 inches of water.

Sometimes can be dangerous trying to avoid when theres a vehicle parked in front of the home and you cannot see oncoming traffic.
