Who checks algea covering the lake in the front of Lake Placid Neighborhood?

This is the first time in the 15 years I've lived here that the front lake has been covered by algae. When there is no wind the entire lake is covered, and even with wind 60-75% remain covered. Is there an algaecide the city can put into the water without endangering the wildlife. It is impossible to fish, or feed the ducks, and it has been this way for a month. I thought the problem would go away by itself, but it has only gotten worse. Please help!

    We have a deep sink hole to the right of our driveway and close to the curb. Its actually in the neighbors yard. I recall this same issue several years ago and it turned out to be a storm water drain pipe issue. I have marked location with pvc pipe and caution tape. Please forweard to the correct dept.

    Lake Placid Park grass is very long making it difficult to use. This is an ongoing issue and the reply that it is on a rotating schedule is not acceptable. If a private property owners grass was this long they would receive notices from code enforcement. Please mow grass at neighborhood park more often to keep it accessible. Thank you.
