    The section of 4th St., South has become increasingly more populated by homeless near the Salvation Army. The people are out on the sidewalks and grassy areas during the day and overnight. The area for many blocks is very littered now. Panhandling is on the rise as well. I was approached by three different people during one visit to Wendy's. It's starting to feel very unsafe. One of the main concerns is that people are crossing the street day and night in the middle of the block. There is no warning to car drivers that these people are going to start crossing in the middle of the block particularly at night. Many are crossing very slowly with carts Cains Walkers or in wheelchairs. This is very concerning and a safety issue. This is also happening a little further south of 22nd Ave. on fourth Street south between the grocery mart and the gas station. Very dangerous for pedestrians and drivers. I have already reported this to nonemergency police as well as the community center in that district. They all suggested that I go through this channel to be heard. In the city work with the salvation army to come up with an innovative response to the needs of these people. Perhaps they can be located with in the property of salvation army and or be paid a small amount to collect litter in the area. Just an idea thank you, kim

    Tonys meat market plaza. How many residential apartments are allowed in that building? When I told the code officer there was at least one apartment in the front of the building he said he was unaware of that. I think zoning and Codes needs to give a closer look at this building and see what violations are occurring. It seems very odd to have residential living right alongside commercial businesses.

    I realize the codes department is getting sick of giving Kevin Farrow violation for overgrowth… That's not really my problem! My problem is that he clearly bought this parcel just to make money and has no interest in our neighborhood. So even though you're sick of it please Codes give him yet another violation for overgrowth! Although it seems silly because the city is the one who has to keep mowing it since he will not respond to his notices. I have included a picture so that you can't tell me that it's not overgrown because most of the grass is 15 inches high some of it is over 2 feet high and I believe code says it can't be over 10 inches?

    Mayor, I am the owner of Nueva Cantina at 1625 4th Street South and I am writing to you over the negative impact, the homeless and pan handling situation has become. For my 1st year open our police force did a great job keeping them away from our business but in the last 6 months it has become epidemic. The biggest issue seems that they have chosen to hang out at the McDonald's, which is next to us on Paris Street. Anything you can do to help would be most appreciated.

    Zoning. Last time the Sugarroom strip club opened here Zoning and Codes tried to say nobody knew what was happening till after the fact. Well this will serve as OFFICIAL NOTICE that they are working on opening up the old strip club space because they’re out there washing off stoves etc. so please have Zoning or Code’s as well as Fure and Health or whoever it is who is supposed to be watching over these things go out and make sure they have all the correct permits.     The neighborhoods along fourth street south are in desperate need of more police and City leadership attention. As the downtown area continues to grow, its becoming more evident that the homeless and drug-related groups have moved south to the bust stops, business fronts and parks along fourth street south. With that has come intoxicated people filling the streets, and groups of people trashing these parks. As this is a growing area for St. Pete, this growing problem in the south cannot be overlooked. It has now become one large, free for all party in this area, and residents are avoiding these running paths, biking paths, and park walks altogether. Please put more attention and focus to cleaning up and regulating these areas.
