    Westbound 14th at I Street in a.m. (may be other times but this is when I notice) light is green for NB I Street with pedestrian signal. No traffic nearby. No pedestrians. Takes several minutes for light to START countdown to switching. I've seen cars run intersection thinking it inop. Personally, I take 15th and cross H and I. Signal has been reported three times using different methods.
