It would be wiser to deal with this now than to wait for it to grow further and spills into the street.     The homeless encampment on 67th Street and Shellmound at the Berkeley/Emeryville border has moved onto the railroad tracks across the street now. There are tents, giant cardboard boxes and garbage piling up again. Not only a sore sight for the neighborhood but also a safety concern for those who are camping on those tracks.
