    Pad mounted box ground rod is loose in the ground, protrudes about 6 inches above ground, and is copper green to match the grass. It is within inches of the sidewalk and is a tripping hazard.

    I waned to note that I think its a mistake that the city's graffiti team is shutting down for the winter off. My sense from walking around the city is that the vandals are not taking the winter off. While removal gets harder in the winter, a quick Google search reveals there to be effective winter removal methods.
