Leaving cans out beyond trash day doesn't help. People complain that their recycling isn't picked up because there's trash on top. The city won't pick it up because there's trash on top of it. But if cans are left out indefinitely on public property people are going to put their loose trash in both trash and recycling cans, which is legal because, heck, they're trash cans! The debris and unremoved garbage then piles up which is a rat hazard and an attraction to dumpers. It seems like the rule to keep cans on your own property is a useful one.

There is a proliferation of rats, and I suspect the cause is threefold: (1) old unused at end of street being used as a rat hotel, (2) demolition of porch at 217 R, under which rats had been seen, and (3) 219 R, which is not a clean place.

Waist high weeds in tree box. On Marion St @ intersection of Marion & Q NW. Corner yellow house with 1 entrance on Marion & 1 entrance on Q St. NW. Waist high weeds in tree box @ side of house. Weeds also in front of house tree box. Breeding ground for mosquitos, rats, and fills with trash(I picked up the trash there myself). Hasn't been cut all summer( no time perhaps???). Please advise or fine.
